We already have ACTA enabled in NZ (had it since last year) and nothing has really changed.

For you to actually be prosecuted for downloading copyrighted material, the company that owns the material has to identify you directly (IP address) and contact your ISP. The company can then BUY your information (name, postal address) from the ISP and use it to contact you, telling you to effectively stop.

Once your ISP sells your information away, they give you one strike out of three (two for a repeat ect). Once you reach three, your ISP disconnects you and you go find another one.

So really, it is still pretty safe to torrent everything as long as you don't download the trap ones (where to company itself seeds the content then tracks you through your IP connected to them).

but seriously I've known about this shit for over a year and I've been worn out arguing about it with people JUST finding out about these types of bills in the US, it has finally reached my high school english class.

Took them long enough.

But it's pretty easy to determine if a torrent is a trap link (with practically infinite seeds) but you don't even need to worry about it if you use private torrent trackers. Or just don't use PB, lol.

Unless you're planning on building a nuclear bomb for some terrorist purpose or something along those lines of seriousness I don't think you have anything to worry about as far as getting tracked by the government. If you're really worried about getting in trouble with torrents/stolen content layer proxies/vpns and make yourself difficult to catch. If you're living in a country like russia, well you're probably fucked if you try to do anything illegal anyway.
